犯罪者が、監視カメラによって、追跡され、逮捕されることに、私達が疑問を感じなくなった時、
when we no longer have questions about criminals being tracked and arrested by surveillance cameras,
私達は、社会に対して、自分の個人情報の開示を、暗黙的に許諾したのです。
we have implicitly permitted society to disclose our personal information.
この監視社会は、私達が選択した社会です。
This surveillance society is the one we have chosen.
そして、私達はPCやスマホを前提としない社会に、戻ることはできないのです。
And we cannot return to a society that does not assume PCs or smartphones.

どうせ戻れないのであれば、公の場で犯罪行為を行う「痴漢」というやつの人生を「台無し」にしてやる方向で、動き始めませんか？

公の機関(政府、地方自治体)は、このような「性犯罪者を監視する」を名目としたシステムを作ることはできません。
