初日のトラブルを諦めて、NHK ONEが見られるようになって使ってみたのですが、当初の感想と変更して、相変わらず使い難いことが分かってきました。
After giving up on the first day’s trouble and finally getting NHK ONE to work, I tried using it—and realized that, contrary to my initial impression, it’s still just as hard to use as ever.
なんというか、『各部署の思惑（権力関係）を取り入れて、結果的に最悪のインターフェースに落ち着いた』という感じが否めません。
How should I put it—one can’t help but feel that “various departments’ intentions and power relations” were accommodated, resulting in the worst possible interface.
そもそも、映像で見られない番組を表示するという意味が分からん。
I simply don’t understand the logic of displaying programs that can’t actually be viewed as videos.
表示が沢山でてくるのに、映像で見られるのはその一部だけで、悪戯にユーザを混乱させています。見られない映像をメニューに出してどうするんだ。
There are numerous listings on the screen, yet only a small portion can actually be viewed, which needlessly confuses the user. What’s the point of putting unwatchable videos in the menu?
今時のWebでありながら、ユーザのターゲティング表示すらできていない。私が「いないいないばあ」とかなんぞを見たいと思うか。NHKのWebサイトのデザイナーは、バカか、バカなのか。
Despite being a modern web service, it doesn’t even support user targeting. Do they really think I want to watch Inai Inai Baa!? Are they stupid—or just that stupid?
私が「朝ドラ」を一回も視聴していないのは明らかなのだから、トップ画面に出してくるな。うっとうしい。
It’s obvious that I’ve never watched a single Asadora (morning drama), so please don’t keep adding it to my home screen. It’s annoying.
NHK ONEのメインの目的ってなんなんだ？ 私はPCで見逃し配信しか意識していないが、それ以外の狙いがサッパリ分からん。
What exactly is the main purpose of NHK ONE? I only use it on my PC for catch-up streaming, but beyond that, I have no idea what it’s trying to do.

ここで少し裏読みをしてみたいと思います。つまり、NHK ONEが「なぜ、こうなったのか」という話です。
Now, let’s do a little reading between the lines—why did NHK ONE end up like this?
第1に、サービス統合の論理。NHKには「NHKプラス」「NHKオンデマンド」「らじる★らじる」など複数の配信サービスがあった。これを一本化することで、運営側のコスト削減や技術基盤の整理が狙われたと推定できそうです → ユーザ視点ではなく、組織の都合からスタートしているということです。
First, the logic of service integration. NHK had multiple streaming platforms, including NHK Plus, NHK On Demand, and Rajiru★Rajiru, among others. It appears that the initiative aimed to unify them in order to reduce operational costs and consolidate technical infrastructure, meaning it started from an organizational convenience perspective, rather than from the user’s perspective.
第2に、放送主義の呪縛。NHKにとって本体はあくまで放送であり、配信は補完に過ぎない。そのため「見られない番組も編成表として提示する」発想が優先され、結果として「UX崩壊」につながっていると推定できます → ユーザが混乱しようが、「全体のラインナップを見せる」ことに意義があるという論理です。
Second, the curse of “broadcast-centrism.” For NHK, broadcasting remains the primary medium, with online streaming serving as a supplementary option. That’s why the idea of “displaying even unwatchable programs as part of the schedule” takes precedence—resulting in UX collapse → The reasoning seems to be that “showing the full lineup” matters more than whether users are confused.
第3に、組織内の権力関係。巨大組織ゆえに、各番組部門が「自分たちの番組をトップ画面に載せろ」と主張し合う構造がある。こうして「ユーザ個別最適」よりも「全方位的な公平性」が優先される → Netflix的なパーソナライズはそもそも生まれにくい。
Third, internal power dynamics. Being a huge organization, each program department insists, “Put our show on the top page.” As a result, “broad fairness” takes precedence over “individual optimization” → a Netflix-style personalization could never be born in such a system.
第4に、経営的な狙い。受信料制度の正当化、アーカイブの布石、視聴データの収集など、ユーザの利便性とは別の目的が存在する → NHK ONEの背後には、組織の都合と制度上の制約が複雑に絡んでいるのは確実と言えそうです。
Fourth, management motives. There are objectives apart from user convenience—justifying the license-fee system, laying the groundwork for archives, and collecting viewing data. It’s safe to say that NHK ONE is entangled in a web of organizational interests and institutional constraints.
つまり結論はとてもシンプルなのです。
In short, the conclusion is very simple.
NHK ONEが「使いにくい」のは偶然でも技術的な未熟さでもなく、「公共放送という組織構造から必然的に導かれた帰結」なのです。
NHK ONE’s “unusability” is not a coincidence nor a sign of technical immaturity—it is the inevitable outcome of the organizational structure called public broadcasting.

で、提案なんですけどね、NHK ONEは、まあ、そのままで良いです。権力争いでも利権主張でも、あるいは公共放送の呪縛でもなんでも好きなようにやって下さい。
Now, here’s my proposal: honestly, NHK ONE can stay as it is. Keep your power struggles, vested interests, and public-broadcasting shackles—do as you please.
NHK ONEの公式インターフェースを公開して下さい。あるいは、ユーザ独自のカスタマイズの手段の提供でもいいです。
Just release NHK ONE’s official interface—or at least provide users with a way to customize it themselves.

私はNHK ONEの阿呆なインターフェースに腹を立てることなく、しかもNHKにとっては、NHK ONEのPV（ページビュー／視聴率）も稼げて、Win-Winでしょう。
That way, I won’t have to get angry at NHK ONE’s idiotic interface, and NHK still gets its page views (its version of “ratings”)—a perfect win-win.
私が個人でやることなので、NHKの組織権力抗争の枠外になるし、そういうカスタマイズを非公開にする契約を交せというのであれば、応じる準備があります。
Since I’d be doing this personally, it would be outside NHK’s internal power games—and if they want me to sign an agreement keeping my customization private, I’m perfectly willing.

あるいは、NHK ONEの操作性を改善するより、「使いにくいUIによる公共教育効果」として、受信料の一部を“デジタルリテラシー育成費”として計上すれば良いのかもしれません。
At this point, instead of improving NHK ONE’s usability, why not reframe it as a “public education effect through an inconvenient UI” and allocate part of the license fee as a digital literacy training expense?
