という訳で、私は、日大アメフト部の大麻使用問題についても、『理事長のガバナンスが全く効いていない』という状況がよく理解できます。

ですから、「法律に抵触する行為」の発覚時点で、「理事長のガバナンスの範囲を越えた」と判断して、後は法執行機関(警察)と司法(法廷、裁判所)に丸投げですれば、いいんじゃないでしょうか。
