地元の歴史や行政の事情を知るというのは、単なる雑学ではありません。思いもよらないトラブル対応の場面で、実務的な意味を持つことがある――そんなことを、あらためて実感した出来事でした。
先日、嫁さんから「自宅の近くで接触事故を起こした」との連絡を受けました。
The other day, I received a call from my wife, who told me she had been involved in a minor collision near our home.
私は原付で現場に駆けつけ、相手方と警察の方のやり取りを、少し離れたところで聞いていました。
I rushed to the scene on my motor scooter and listened from a short distance to the exchange between the other party and the police officers.
問題は、その事故が県境で発生したという点でした。
The problem was that the accident had occurred right on the prefectural boundary.
私の住んでいる場所は、以前コラムでも書いたとおり、行政区分の扱いがやたらと面倒なことで知られている地域です。
As I have written in this column before, the area where I live is notorious for its extremely troublesome administrative boundaries.
実際、事故発生地点がほんの1メートル違うだけで、警察の管轄が変わるという状況でした。
In fact, the situation was such that a difference of just one meter in the accident location would change the police jurisdiction.
現場検証に来ていたお巡りさんも、地図や携帯端末の位置情報を参照しながら、どの管轄になるのかを各所に確認していました。その様子を見た瞬間、私は直感的に、
The police officer who came to inspect the scene was also checking maps and location data on a mobile device while contacting various offices to determine the jurisdiction. The moment I saw this, I instinctively thought,
「これは、面倒なことになる」
“This is going to be troublesome.”
と思いました。
That was what crossed my mind.

もし、このお巡りさんの管轄外という判断になれば、別の警察官が派遣され、現場検証は一からやり直しになります。そうなれば、さらに1時間以上、ここで待たされることになる――それが容易に想像できたからです。
If it were judged to be outside this officer’s jurisdiction, another officer would be dispatched, and the on-site investigation would have to start all over again. It was easy to imagine that this would mean being kept waiting here for another hour or more.
正直なところ、私は一刻も早く現場検証を終えてほしかったのです。
I just wanted the on-site investigation completed as quickly as possible.
そこで、その場にいる警察官の所属を確認したうえで、衝突部位や車両の停止位置と整合する説明が、そちらの管轄内に収まる形になることを期待しながら、話の流れを注意深く見ていました。
So, after confirming the police officer's affiliation, I carefully followed the flow of the conversation, hoping that an explanation consistent with the collision points and vehicle stopping positions would fall within that jurisdiction.
ところが、嫁さんは私の意図をまったく察することなく、事故発生地点を「できるだけ正確に」説明しようとします。その様子を見て、私は内心かなり焦っていました。
However, my wife, completely unaware of my intentions, tried to explain the accident location “as accurately as possible.” Watching this, I felt pretty anxious.
結局のところ、車両同士が衝突した部位や位置関係から考えて、私が妥当だと考えた説明を主張することになりました。結果的には、その判断が現場の状況とも整合しており、厄介な管轄問題に発展せずに済みました。
In the end, based on the parts of the vehicles that collided and their relative positions, I concluded that the explanation I considered reasonable was the one I asserted. As it turned out, that judgment was consistent with the on-site situation, and we avoided a troublesome jurisdictional issue.

後になってから、嫁さんに一連の経緯を説明すると「あ、そういうことだったのね」と、納得していました。
Later, when I explained the whole sequence of events to my wife, she said, “Oh, I see,” and seemed to understand.
とはいえ、お巡りさんの目の前で「管轄が変わると面倒だから、黙っていてくれ」などと言えるはずもなく、その場ではなかなか神経を使いました。
That said, there was no way I could say to a police officer, “It’ll be a hassle if the jurisdiction changes, so please keep quiet,” and the situation required a great deal of nerve.
今にして思えば、これは、
Looking back now, this was the result of the following:
(1) 毎日のように MAS（マルチエージェントシミュレーション）で地図データや位置情報の境界条件と格闘している私（江端）ならではの、職業病的な直感が働いたこと
(1) A kind of occupational, almost pathological intuition unique to me (Ebata), who deals daily with boundary conditions in map data and location information through MAS (Multi-Agent Simulation)
(2) この地域における行政管轄や警察の扱いが、歴史的経緯もあって一筋縄ではいかないことを、多少なりとも知っていたこと
(2) My prior awareness, to some extent, is that administrative jurisdictions and police handling in this area are complicated due to historical circumstances
この二つが重なった結果だったのだと思います。
I believe the overlap of these two factors led to the outcome.

Knowing the local history and administrative circumstances is not just trivial knowledge.
思いもよらないトラブル対応の場面で、実務的な意味を持つことがある――そんなことを、あらためて実感した出来事でした。
It can take on practical significance in unexpected trouble-handling situations—this incident made me realize that once again.
いずれにしても、国家であれ、市町村であれ、『変な形をした行政地区』があれば、先ずは『過去の政争(または戦争)』を疑ってみると良いと思います。
